Good Governance is essential to healthy growth.

C .Rangarajan, Chairman, Economic Advisory Council to the Prime Minister While delivering key note address at the ‘S Bhoothalingam birth Centenary Symposium on Economic Reforms organized at the Madras School of Economics on Friday said that good governance was the key, more than policies and reforms, for achieving inclusive growth. Ideas, Programmes and execution are the triad of good Governance and the states have to convert ideas into policies and implement them, said Rangarajan.Mr. Rangarajan emphasized that effective utilization of resources is important as it has made difference in different states. Pointing out that a growth rate of about 9 per cent had to be sustained for a decade, Mr. Rangarajan underscored the need, at the same time, to go beyond advocacy of high growth rate to address issues of poverty and improve the lot of the underprivileged.
M. S. Swaminathan, Chairman of the M. S. Swaminathan Research Foundation (MSSRF), who chaired the symposium, advocated accountability in Governance. He called for better land use practices, bio-diversity conservation and prudent fertilizer policies to revive agriculture from a phase of stagnation. A. Vaidyanathan, Honorary Fellow, Centre for Development Studies, said the growth rate of agriculture had tapered off in the long term as a result of perverse pricing policies and declining quality of investment.
For a healthy inclusive growth political will is necessary to give utmost importance to Farm sector and export. We must become self sufficient in food production, self reliant in Oil and infrastructure maintenance. Export should encouraged and import only when it is essential. Government will have to have at least ten year plan for building infrastructure, increase power and food production. Create more job opportunities and not to give away anything free. People should be educated to complete.
