How to get fancy registration number for your vehicle??

Are there any chances for getting a fancy number even as per the serial order of the registration?
98 numbers 111, 222, etc falling between 1 & 9999 are selected as fancy numbers. When you are registering as per serial order, there are no chances to get these numbers.
Considering the revenue aspect of the government, these fancy numbers are NOT given FREE.
If you want a fancy number, you have to submit an application with the selected number at the office of the Chief Home Secretariat (Transport) and get it approved.
Do the regional transport offices have the authority to issue fancy numbers?
The regional transport offices can allot numbers up to 100 as per the register. If 500 vehicles are registered on one particular day, the numbers between 501 & 1000 can be given the next day.
There is an extra fee for getting the fancy numbers in this group (1 to 1000). The regional transport officer has the authority to allot these fancy numbers.
