Tamil Nadu chief minister J Jayalalithaa said in a statement that, in view of the recent incidents of rape of two minor girls in Pollachi. The state government on Thursday has formulated new guidelines for running hostels for girl students, teenage girls and working women across the state. All such homes and hostels run by the government, NGOs, trusts, religious institutions, schools, colleges, training institutes, factories and companies would immediately be brought under the purview of these guidelines.

The government has framed 23 general guidelines to ensure the safety and security of women.

Hostels should be started only in buildings with enough security. They should have separate buildings for boys and girls.

If there is no other option but to put them in one building, boys and girls should stay in separate rooms. If the number of inmates exceeds 50, CCTV and digital video recorders are a must. Only women could be appointed as wardens or supervisors.

The guidelines said, only parents or guardians can be allowed to meet the inmates. The meeting should be under the purview of the hostel warden. The children and teenage girls should not be allowed to travel on their own to their native place on holidays.

The government also framed guidelines for the appointment of hostel wardens and security guards. They should be appointed only with good conduct certificates from the police.
