Fine and disaffiliation to CBSE schools if they hike fess

CBSE has sent a circular to all the schools affiliated to it. It has been mentioned:
It is expected that schools should impart quality education to children without any partiality. School should run as a community service and not as a business enterprise. The parents have vehemently complained that many schools are not law abiding and they charge heavy fees and donations.
It also directed schools not to hike fees in mid-session, saying fee should be in line with the facilities and no capitation fee should be charged, failing which, it threatened of action like fine and disaffiliation.
