Starting from January 1, subscribers who have still not linked their mobile numbers with Aadhar card will be able to get it done right from their home with the help of a voice-guided system that will perform the process through one-time password. However, this convenient OTP system will come after 1.5 months of the original target date. This has created a commotion between the Unique Identification Authority of India and telecom providers.

A huge mass of subscribers have started getting their mobile number linking done, abiding by the government’s instructions to link the number with Aadhar for security reasons. However, complaints started pouring in from all corners claiming that it is tough to complete the linking process as they have to head to the customer centers of their telecom provider. More than 50 crore subscribers are yet to get their numbers confirmed.

For the number verification, first week of February is the deadline. If not done within the deadline, their connectivity will probably be disconnected.

This Aadhar card linking can easily be done with the help of an OTP based system, as it would eradicate the difficulties in the present system in practice. The difficulties of the existing method includes improper functioning of biometric machines found at mobile companies or telecom centers.

With this OTP based system, customer will have to reach the Interactive Voice Response System (IVRS) from the mobile number that they intend registering. This process can be done in varied languages including English, Hindi or many other regional languages. This will be followed by verifying the Aadhar number after which the subscriber will receive an OTP for completing the entire process. On feeding the OTP, the mobile number will be verified within a stipulated time period.

Though it is likely that the new system will be set up from New Year, there are discussions going on among UIDAI, telecom companies and lobby group called Cellular Operators Association of India. As per what COAI claims, UIDAI has announced about this OTP based system well ahead once on 15th November and again on 1st December. The announcement was made in spite of discussions taking place still among UIDAI, telecom department and the telecom industry. In the past, the telecom companies have represented to the UIDAI that for implementing the OTP based process, the existing Customer Acquisition Form needs amendment.

To make substantial changes, the telecoms need at least 4 to 6 weeks time. On 1st December, the decision was finally made. According to the UIDAI officials, there is no delay in their side.
