Buildings must have fire safety norms for the safety of people.  On Tuesday people woke up to the shocking piece of news about a fire accident in a hotel in New Delhi. In this fire accident as many as 17 persons lost their precious lives.

The above mentioned fire accident has now brought to light how the buildings have ignored fire safety norms and how due to this the buildings could turn into death trap when fire breaks out. It is now revealed that Chennai city has got as many as 2684 buildings having many occupants and these people face greater risk of their lives because of the fact that these buildings, both commercial complexes and hotels, function without a compulsory NOC or no objection certificate and a fire license from a fire and rescue services. The list of violators has been published by both CMDA as well as by fire and rescue services but action against these violators is not taken still.

There are 2439 buildings in and around Chennai city that do not have a NOC certificate and license to operate issued by the director of fire and rescue services. This was as per the CMDA. It must be noted that CMDA had rejected regularization of as many as 245 buildings in Chennai due to non-compliance with the fire safety norms.

The data from fire and rescue services showed that the majority of the buildings were constructed between the years 1999 and 2003. The point is NOC from fire and safety services is a must to get planning permission and completion certificate for planning authority. For business purposes licenses, getting fire license is compulsory is known. More than 30 requirements must be fulfilled by the applicants to get a NOC following on an inspection. As per the sources belonging to the CMDA, these buildings violated and constructed additional floors over and above the sanctioned storey in the planning permission.

According to an official, these buildings are eligible for regularization under the amnesty scheme for unauthorized buildings. He added that due to violations these structures could not get NOC from fire and safety services and hence in the absence of NOC these buildings cannot be regularized.
