Seniority would be considered and this would be followed in filling up of the vacancies in the police department in Tamil Nadu. It is now said that the High Court has allowed Tamil Nadu to fill up the vacancies in Police department as per the regular seniority list and as a result of this around 950 police personnel belonging to Tamil Nadu would be benefited.
It must be noted that previously accelerated promotions were given to 752 police personnel belonging to STF or Special Task force and these personnel were involved in the manhunt and killing of forest brigand Veerappan.
Justice Raja spoke about how the authorities are now asked to fill up the vacancies in the police department by considering seniority as the main criteria.
It must not be forgotten Veerappan was killed in the year 2004 and at that time the ruling AIADMK government did superbly and it announced a windfall for all the Special Task force staffs with promotions, cash awards plus free houses. This finally affected others in police force as their seniority got affected.
It is important to note that many cases were filed because the option to join STF was not offered to all police personnel equally. There were also concerns regarding the contributions of individual STF personnel. After that DMK government said that this accelerated promotions were just one-time affairs and seniority would be considered in further promotions. STF personnel of DSP and above cadres challenged this order. It was in 2013 a division bench stated that accelerated promotions would not exactly mean accelerated seniority. It must be noted that personnel below DSP cadres filed pleas asking for accelerated seniority.
Now it is said that a senior counsel representing regular police submitted that when division bench of the court had rejected the pleas of STR cadres in DSP rank and above likewise pleas asking for reliefs by those belonging to DSP rank below must be rejected.
