Illegal hoardings on GST road despite strict rules

Chennai city is declared to become a no-hoarding zone by the state government. However, stretch between Kathipara junction and Pallavaram junction seem to be an exception in this case. This 8-km stretch serves good for huge hoarding and digital banners. This also includes the frontage of airport which got is license from St Thomas Mount cum Pallavaram Cantonment board.

As per the Cantonment Board advertisement rules, 2009, those wanting to place a hoarding should specify the height of hoarding, proposed location, and material used. It should then get its approval from a qualified Engineer.

Despite existence of these rules, licenses are issued to hoardings which do not comply with any of the above procedures, especially the ones on GST road. A firm received license to erect 12 hoardings on GST road between April 1, 2014 and March 31, 2015, say an order dated September 15.

It is illegal to issue license on one date and backdate the period of it, say advertisers. As per the order dated September 15, it allows placing hoardings on nine locations, however no specification about location or size is made in it.
