A high-level meeting was recently conducted presided by the state minister for School Education. During this meeting, a decision was taken to continue on the present system of weightage-based recruitment for the graduate teachers and secondary teachers and to conduct recruitment aptitude examinations every year.
As per the Government Order released on 30th May 2014, the weightage system presently applied and the 5% mark concession given to the reserved quota candidates
Belonging to SC, ST, BC, MBC, TNC and the differently-abled (if these candidates score 82 marks out of 150, they would be considered as successful) is to continue.
Aptitude test every year
As per the Government Order released on 15th November, the aptitude test for teachers recruitment must be conducted every year as per the set time limit.
The qualification certificate given to the successful candidates in the above test will be valid for 7 years. So, after a period of 7 years, the names of the candidates will be removed from the merit list.
As there are avenues for the candidates to improve their marks, the merit list would be subject to change if any candidate gets it.
Marks can be improved
As per the Government Order released on 15th November 2011, there is a provision for the candidates who failed in the test to write the examination again and pass. Also, there is another provision for even the successful candidate to write the examination again with a view to scoring better marks. So, the merit list released will be released every year based on the performance of the Teachers aptitude test.
There is a possibility in future that the merit list is based on the marks scored as indicated by the applicant. This would remove the necessity to check and verify the documentation, The document verification will be done at the time of appointment.
As per the observations of the Director of School Education, it is unnecessary to conduct another examination (as practised in the state of Andhra) for the candidates who are already successful.
As per the government orders already released, the teachers may be appointed based on the academic qualifications, reservation quota, and the pass in the aptitude test.
However, the candidates cannot claim rights to the government job just because they have passed the aptitude test or they are on the merit list.
A circular has been sent by the Chief Secretary of the Department of School Education, Pradeep Yadav, to the members of the High-level Committee.
