IAS officers are known for their sharp intellect and hard work. These aspects of IAS officers are now taken into consideration in appointing them to monitor the implementation of ‘Kudimaramath’ works to restore the water bodies. Local farmers plus public in TN would be playing important roles.
On Wednesday, the government issued an order on this. It is now brought out that these seven monitoring officers were appointed to ensure participation of farmer’s council, organisation etc to monitor plus to provide needed solutions or advice to the officials of the districts. Sorting the issues and paving way for speedy and better implementation is important. It must not be forgotten that in the GO number 12 of 21st January last year, the government had sanctioned Rs 100 crores for the implementation of the Kudimaramath water body restoration. In the government order number 142 of 25th May 2018, the government had granted Rs 328.95 crores so that 1511 Kudimaramath works could be taken up.
It must be noted that when the Kudimaramath works are taken up in the 15 circles of Water Resources Department present in various districts in TN, the chief secretary of TN had issued instructions to all the district collectors for the participation of the farmers. This appointment of as many as 7 IAS officers to monitor the work reiterates the TN state commitment towards optimum use of available water through Kudimaramath. According to the GO, the monitoring officers must visit dam sites and reservoirs to make sure that the shutters are in good operating condition as a part of monsoon preparedness in various districts in TN.
It is important to mention that Mr. Gagandeep Singh Bedi, who is the agricultural secretary, would be the in-charge of Vellar Basin Circle plus Pennaiyar Basin Circle covering Dharmapuri, Thiruvannamalai, Cuddalore and certain areas of Villupuram. P. Amudha, who is the commissioner for food safety, would take care of Project Circle and Palar Basin Circle covering Kancheepuram, Thiruvallur, parts of Thiruvannamalai and Vellore. CMRL managing director, Mr. Pankaj Kumar Bansal would monitor Lower Vaigai Basin Circle plus Periyar Vaigai Basin Circle.
Vaippar basin and Thamarabarani Basin Circles would be monitored by Mr. Rajendra Ratnoo who is the commissioner for disaster management. Mr. Ashish Vachani, who is planning and development secretary, would monitor the Upper Cauvery Basin and Special Project Circles. Dr. Darez Ahmed, who is the director of National Health Mission, would take care of Lower Cauvery Basic Circles plus Middle Cauvery Basin. It is said that Dr. Gopal, secretary of Animal Husbandry, would monitor Bhavani Basin Circles plus Parambikulam Aliyar Basin Circles.
The GO was issued by none other than the chief secretary of TN, Mrs. Girija Vaidyanathan. She instructed the engineer-in-chief of Water Resources Department and chief engineer of PWD to give instructions to the authorities in the 15 circles.
