The scheme to encourage even illiterates to study up to 8th Standard by implementing the All Pass system up to 8th Standard in all schools was carried out. However, this is now set to be cancelled from the next academic year.
The suggestions from legal aspects to implement this have commenced.
The central government passed the Act on ‘The mandatory and free education for all citizens’ in the year 2009. Accordingly, the central government has ordered all the state governments that all students must be provided with free education till they are 14 years’ old.
Subsequent to this order, all the states followed the practice of promoting all the stunts from 1st Standard up to 8th Standard without any academic performance criterion.
Under this system, even the students who performed poorly in academics were also promoted to the next class. Even the illiterate (those who could not read or write) advanced to the 9th Standard.
However, these students found it difficult to read even in their own mother-tongue (or the state language) even while studying in the 8th or 10th Standard!
Many of these students stopped attending school after reaching the 9th Standard and prior to the 10th Standard Public Examinations.
The central government formed a special committee to study and enquire about this major issue. It was established that many schools had been following the system of promoting the students without teaching any lessons in any subject!
So, the central government decided to make another petition to cancel the practice of ‘All Pass’ system which had drastically brought down the quality of education. This has been passed recently (day-before-yesterday - Thursday, 3rd January) in both Lok Sabha and Rajya Sabha.
So, the practice of ‘All Pass’ system has been stopped in all the states. From the next academic year, the students will be given a ‘pass’ only from the 1st to 5th Standard.
The Tamil Nau Government Department of Education has given is suggestions/recommendations. The school education officials observed regarding this:
‘A list of students who stopped attending schools before reaching 10th standard over the last 5 years is under preparation. After this compilation, a review will be undertaken analyzing the reasons for the stoppage of attending schools and then a decision will be taken whether this ‘All Pass’ system up to 8th Standard should be continued or should be stopped until 5th Standard. The central government has given complete freedom to the state government to take decisions in this regard.’
