Request from GCC to SEIAA for environmental clearance for constructing multimodal facility at Broadway!!

Just a few days back only Municipal Administration and Water Supply dept revised an administrative sanction to construct a multi-modal facility in Broadway in north Chennai by integrating Broadway bus stand and Kuralagam building.

Now, the news is that GCC or Greater Chennai Corporation has requested SEIAA or State Environment Impact Assessment Authority to provide EC or environmental clearance for constructing the multimodal facility.

It was brought out by the application that the site or place does not fall under CRZ or coastal regulatory zone/ environmentally sensitive area. Point is that the site is located in an over exploited region in the groundwater extraction category.

Creation of green belt:

The GCC would soon create a green belt in the locality by planting 320 trees at a cost of Rs 10 lakhs. There is a need for public hearing meetings as the project is falling under B2 category of EIA or Environmental Impact Assessment Notification.

It must be recalled that o 30th of August the department issued an order giving an administrative sanction of Rs 822.7 cr.

Salient features of the upcoming multimodal facility:

Information is that the proposed complex would have 10 floors in total and of which 6 floors would be for commercial sake and 2 floors would be for bus operation. About 1100 buses could be accommodated in this facility at Broadway and it would provide access to metro train stations and suburban railway stations. There would be multiple entry/exit points plus para transits for autos and taxis etc. In addition, the multimodal facility could accommodate 700 cars and800 two wheelers in the parking facility.

A SPV or special purpose vehicle would be formed to implement the multimodal project at Broadway in north Chennai. It is learnt that the SPV would pay 2.5% of construction cost as management association fee during construction and 2.5% of gross revenue as during operation and maintenance.
