Government to computerize all hard copy files

The department of public works has declared to convert all the hard copy documents into soft copies before September 2014. Two departments are functioning under the public works department which are the constructions and water resource department.
Here, the department of water resources is carrying out a couple of projects at a cost of several crores. All the documents are maintained as hard copy files till date. As these are prone to damage or get lost, these are now planned to computerize all the files. Besides getting lost or damaged, maintaining hardcopies is expensive too. However, no step is being taken as of now.
