The TN government has notified a draft of a new comprehensive minibus draft scheme 2024 under the Motor Vehicles Act. The main objective behind this would be to enhance the accessibility of bus services and to provide last mile connectivity etc.

Till now, the total distance travelled by the mini buses in Chennai is 20kms. It is now brought out that the new scheme would augment the total distances served by the mini buses to 25kms. There would also be overlapping bus routes for up to 8kms.

According to the existing policy, the mini buses have been allowed to ply on a maximum route length of 20km and maximum served route length of 4km. As per the minibus scheme draft, the maximum permitted route length would be 25kms of 17kms of un-served route and 8kms of maximum served route length of ratio 70:30.

Information collected is that under the new policy the TN govt would operate mini buses across the state except the Chennai Corporation zones of Tondiarpet, Royapuram, Thiru Vi Ka Nagar, Anna Nagar, Teynampet, Adyar and Kodambakkam.

For the operation of the mini buses, the newly added zones in GCC like Tiruvottriyur, Manali, Madhavaram, Ambattur, Valasaravakkam, Alandur, Perungudi and Sholinganallur would be treated as unreserved neighbourhoods. To identify the mini bus route, RTC or Regional Transport Corporation would organize a survey.

If there is any hospital or an educational institution or a railway station just before the bus stand within the next 1 km from the terminal point of the mini bus in the adjoining areas, then RTO would allow an additional distance of 1km in the served areas.

It must be recalled that in the state budget in 2024 the finance minister Mr. Thangam Thenarsu announced the minibus draft policy. Those persons who would get affected by this new policy could send their objections/suggestions to the Principal Secretary of the Home Dept within 30 days of publication of notification on 13th June.
