The Regional Transport Offices (RTOs) have proposed to implement a new system of issuing the vehicle fitness certificates only after thorough checking is carried out by approved driving schools
As per the Motor Vehicles Act, the vehicle would be considered as registered only if there is a valid fitness certificate of the vehicle. This certificate is valid for 15 years for all 2-wheelers. Subsequently, the fitness certificate has to be renewed every 5 years.
For 3-wheelers and 4-wheelers, the vehicle fitness certificate is valid only for 2 years. It has to be renewed every year thereafter.
As per the current procedure, the vehicle owner can approach the Regional Transport offices with their vehicles and renew their vehicle fitness certificates.
After conducting the emission smoke test and the vehicle maintenance condition, fitness certificate will be issued.
10 Lakh fitness certificates had been issued for vehicles during last year alone.
The RTOs are being computerised. So, changes in procedures are being made to get RC Book and the driving licence.
A new procedure is to be adopted for issuing the vehicle fitness certificate as well. In order to renew fitness certificates, the vehicles have to be inspected by the authorized driving schools and issue approval to release fitness certificates. The transport officer needs just to issue the fitness certificates.He need not conduct any inspection of the vehicle.
Regional Transport Officers informed that driving schools from all the districts will be surveyed and the selected driving schools will be authorized to conduct the fitness inspection.
