A pass in the TET (Teachers Eligibility Test) was introduced as compulsory after August 2010 for joining as teachers in the government or government-aided schools.
An additional provision was introduced that the persons working as teachers in the government or government-aided schools without passing TET must attempt and pass the same within 5 years. So far, the Eligibility Test has been conducted twice. The eligibility test is scheduled to be conducted again for the 3rd time on 20th and 30th April.
In this scenario, The Directorate of the Tamil Nadu school Education Board has sent a circular on 1st March to all the Offices of Primary Education. A brief on this circular:
The individuals who are working as teachers in government or government-aided schools without passing TET must write the Eligibility Tests scheduled on 20th and 30th April and pass the same.
These teachers will be salary and other benefits as usual till the results are announced. This will be the final chance for these teachers. Those who fail in this final chance will be dismissed.
The Offices of the Primary Education must inform all teachers about this condition. The school administration must notify the teachers and obtain their signature. It should also be explained no further appeal can be made on this decision.
However, this requirement of a pass in the TET will not apply to the teachers working in minority schools. A special refreshment course will be organized during the summer vacation by the Teachers Training and Research Board in an initiative to enhance the qualification of the teachers working in the minority schools. So, the list of teachers appointed and working in the minority schools without a pass in TET must be sent immediately.
The teachers who passed the TET conducted in 2013 with the 5 percent mark concession can be appointed as teachers.
The circular emphasizes all the above instructions must be followed strictly.
This new order has caused shock and dismay to the teachers who joined as teachers in the government or government-aided schools after 23rd August 2010.
The district secretary of the Tamil Nadu Graduate Teachers Association Mr. Murugan explained regarding this issue that the decision for a pass in TET was initially introduced only for the development of good headmasters during the initial period. TET was not conducted during the last 4 years. It was announced in 2013 that 83 percent must be scored for a pass. During 2012, this mark limit for a pass was fixed at 90 percent. Thus, there was a controversy for the requirement for the same job. So, it must be declared that the teachers who s scored above 83 percent in 2012 as passed.
It is also shocking to learn that the April test will be the final chance. Around 1000 teachers working in government schools and around 2000 teachers working in government-aided schools will be affected by this ruling.
The concession offered to the teachers working in minority schools must also be extended to the teachers working in other schools. The Department of Education must review this aspect.
