The budget of the Chennai Corporation for the financial year 2017-18 was presented for Rs. 5680 Crores without the presence of locally elected representatives.
This budget is higher by Rs. 557 Crores as compared to the previous year.
It is an annual tradition for the Chennai Corporation budget to be presented after the state government budget.
Sometimes, when elections are scheduled, it used to be presented earlier.
Every year, the head of the standing committee on the finance will present the budget in the presence of the city mayor and Corporation Commissioner.
The tenure of the mayor and other locally elected was completed in October 2016. Local elections have not been conducted yet.
There was a question whether Corporation budget would be presented.
Meanwhile, the by-election for the R.K. Nagar Assembly Constituency was announced. Election time rules came into effect. The state government budget was presented in March.
Following the Corporation budget of Rs. 5680 Crores has also been presented. However. With election rules in effect, this was not announced.
The Chennai Corporation budget was prepared under the supervision of the financial consultant - without the presence of locally elected representatives, the assistant Commissioner of the Chennai Metro (Revenue and Finance) presented the budget as representing as the head of the standing committee.
A special officer (Corporation Commissioner) accepted the budget proposal.
Once the local representatives are elected, the budget details would be presented to the public.
A corporation official explained that the salaries have to be paid for all the corporation employees from 1st April. Also, many maintenance and cleaning activities are to be taken up by the Corporation. Funds will be required for these. Finance can be arranged only after the presentation of the budget.
So, without the presence of the locally elected representatives, without any plans or programmes, the different departments were allotted funds and the budget was presented.
