An announcement by GST Network on E-way Bills

A new electronic payment/transaction/receipt system for paying GST (Goods and Sales Tax), known as E-way Bill, will be implemented from 1st February.

GST Network has released an announcement in this regard. This has been released by its CEO Prakash kumar. E-way bills have been mandatory for all the goods (worth more than Rs. 50000) movements from one state to another covering a distance of over 10 km from 1st February.

This E-way bill system is already implemented in the states of Kerala, Karnataka, Rajasthan, and Uttarakhand. These 4 states have been issuing around Rs. 1.40 Lakhs worth of E-way bills on a daily basis.

Permission has been granted to do the test-run of E-way bills in the others states till the end of January.

The goods transporting agencies need to register their GSTN number on the website – www.ewaybill.nic.in. This will enable them to make E-way bills.

The agencies which have not registered in GST can submit the details of their PAN card or Aadhar card details and register. An ‘alert message’and SMS will be sent. When preparing the E-way bill, the transport agencies have to mention the registration number of the vehicle carrying the goods.

In case the vehicle broke down on the way leading to transfer of the goods to another vehicle, the registration number of the new vehicle has to be registered.

There is also a facility to cancel the E-way bill made within 24 hours.

It may be noted that E-way bills are not required for the vehicles not fitted with motor engines.

Exemptions

Exemption from this system has been granted to the vehicles carrying vegetables, fruits, fish, and drinking water.During the transportation, if the tax-inspector asks for it, the E-way bill has to be shown.

In case the inspector detains the vehicle for more than 30 minutes, the vehicle driver can complain about it online. The procedure for this is given on the website.

Simpler and easier procedure

With the implementation of the above new system, when the goods transport agencies carry goods from one state to another, need not visit the Tax Office or the Inspection Booths to request for issue of a ‘pass’. This can be done quite easily through the internet, mobile App –E-way bill can be made through an SMS and used for the transportation.
