The state transport department has drafted rules amending the Tamil Nadu Motor Vehicles Act 1989 and the main purpose of that was to regulate call taxis, cab aggregators and fix tariffs in the state of TN. It is now said that call taxis must have an agreement with call taxi operators or aggregators to get permit and this is according to the draft rules of the Tamil Nadu Motor Vehicles.

The applicant must have an agreement with the cab operator by means of an affidavit so that call taxi or call auto could be operated smoothly. After collecting a nominal fee the above mentioned process would be sanctioned by the RTOs.

License for the call taxis must be got by the cab operator and for that security deposit amount must be paid. According to the rules it is now clear that the minimum number of vehicles per operator should be 100 and maximum number of vehicles per operator could be above 1000.

For getting license up to 100 vehicles a security deposit amount of Rs 1 lakh and Rs 30000 must be paid by the cab operator for call taxis and autorickshaw respectively. One important point to be noted here is for operating more than 100 vehicles up to 500 vehicles, cab operators must pay security deposit amount of Rs 3 lakh for call taxis and Rs 90000 for autorickshaw.

It is known that in the state of Tamil Nadu, call taxis are operated with tourist permits and the drivers of these call taxis get that from the transport offices. RTOs are issuing six digit unique driver identification number or UDIN and drivers must get this UDIN from these RTOs.

Verification of the driving license plus badge and police verification certificate would be carried out. It is worthy to note that age of the vehicle must be less than 8 years and then only this UDIN would be issued.

Safety of the passengers is very important during the travel in the cabs and many incidents take place in this regard and they create fear. This won’t be there anymore and travelling in the cabs would be safer than in the past. It is now confirmed that the proposed move to make call taxi drivers get linked with cab operators would ensure safety for the public using cabs for their transport. Another advantage of this proposal is regulation of the cab drivers would be possible.

The cab operators are given few responsibilities now. It must be noted that these cab operators would play huge role in ensuring that drivers have UDIN plus valid documents.

According to the rules it is now said that these cab operators must also teach the drivers regarding their behaviour towards the customers plus check the vehicles regularly so that these vehicles are neat and clean.

It is interesting to mention here that web portal with details of ownership of the vehicles plus insurance address etc must be maintained by the cab operators now. Before the 10th of every month, the web portal must submit a statement with information of call taxi drivers to the transport department.

For the sake of the safety of the passengers it is revealed that these call taxis must have GPS tracking devices, panic buttons and electronic fare metres with receipt printers.

Drivers of these call taxis must wear white shirt and whit pant and logo of the cab operator musust be printed on the left side of their shirt pocket. Valid police verification certificate must be present with these drivers always.

It is now brought out by an official that after the amendment of Motor vehicles Act it would be possible for the government to fix a committee for the sake of fixing tariffs.
