The director of the Matriculation Schools, Kannappan, has informed that transfer certificates must not be given forcefully to the students who have failed in the 11th Standard Public Examination. In case this is violated, stringent legal action will be taken.
The circular sent in this regard to all primary education officers informs that the idea of refusing the students to join the +1 classes citing the reason of their poor performance in the 10th Standard Public Examinations must not be taken. Priority for admission to +1 class must be accorded to the students who have studied in the same school.
Regular complaints are being received from the parents of the students that the school administration is asking them to receive the transfer certificates citing the reason of poor performance in 11th Standard (+1) or failing in a few subjects in the Public Examination. These kinds of activities are never acceptable. It is stressed that such compulsions should never be made.
The students who failed in the 11th Standard Public Examination must be allowed to continue to study in the 12th Standard (+2) and must be given special coaching and make them pass in both 11th and 12th.
It is the primary responsibility and the goal for every school to encourage and coach the students who failed and coach them properly and make them pass.
In case complaints are received at the offices of the district primary education office, enquiries must be conducted immediately and the schools must be counselled properly to consider the welfare and future of the students.
