To make the travel smarter, faster, safer and convenient, the ITS or Intelligent Transport System is aimed at using modern computers and communication. This would not be implemented under the smart city project. It must be noted that this Rs 108.12 crores project was listed to be taken up under the Smart City Initiative and was deleted. The news is this Intelligent Transport System would be taken up by using funds of Japan International Cooperation agency or JICA. In the past JICA had signed an agreement with the union government to fund Rs 500 crores for the Intelligent Transport System is known.
Intelligent traffic management was envisaged across 435 junctions in Chennai city and out of this 159 were to be covered in the first phase. This was confirmed by Chennai Corporation. In the similar way, the transport management system has been envisaged for whole of the metropolitan transport corporation’s fleet and depots in a phased manner. The Chennai corporation sources had confirmed that Intelligent Transport System work has been removed from the smart city proposal and the work has been taken up by JICA. It must not be forgotten that upgrading the current system of Chennai traffic was also planned earlier also.
There are many components present in the Intelligent Traffic management System project and they are installation of 100 CCTV cameras, establishment of traffic control room, signal coordination and automatic number plate recognition, priority signal movement of VIP and emergency vehicles etc. These components could not be implemented because of legal issues.
Since 2014, there were some legal issues with the contractor and as a result of the legal issues the project worth of Rs 150 crores planned to be implemented on the basis of build, operate and transfer or BOT for 5 years was suspended, It is worthy to mention that both JICA as well as the state government had prepared a strategy to use the existing ITS more effectively after it is implemented.
To implement the Intelligent Transport System or ITS in Chennai a massive infrastructure has been planned and the project would be implemented by the beginning of the next financial year.
