Due to high fees etc, 50% of unapproved plots not under regularisation scheme

It was on the 4th of May in 2017 plot regularisation scheme was launched in Tamil Nadu. The state government had extended the plot regularisation scheme four times in the last 18 months. The news that has emerged now is about 50 percent of an estimated 17 lakh unapproved plots have not come under the plot regularisation scheme. This is due to factors such as high fees and complex process. Now the state government has not decided on extending this 18 month old scheme.

Across the state of Tamil Nadu, 8.5lakh applications seeking to regularize unapproved plots and layouts were filed. Directorate of Town and Country Planning or DTCP is responsible for covering the entire state of TN except Chennai Metropolitan Area or CMA. Now out of 8.5lakh applications about 7.7 lakh fell under the limits of DTCP. The remaining is present in CMDA or Chennai Metropolitan Development Authority areas that included Greater Chennai Corporation or GCC. One important point is GCC alone accounts for nearly 26000 applications for regularizations of unapproved plots.

As per the sources it is very clear that there are as many as 17000 unapproved plots in TN. The scrutiny fees along with development charges and regularisation fees have been the sources of high income for the CMDA. This CMDA has earned an amount of Rs 45 crores now. The plot regularisation scheme has been unattractive for many beneficiaries and the reason for that was due to very high development and regularisation charges for the village panchayats and town panchayats.

Mr. Ramaprabhu is the vice-chairman for the Builder’s Association of India’s Southern Centre. He spoke about how uniform development as well as regularisation fees has been fixed for different segments of local bodies. It is important to note that the development charges for all village panchayats have been fixed at Rs 25 per square metre and Rs 75 per square metre in all town panchayats. In these places only the majority of unapproved plots are present. The unapproved plot owners in rural places were required to shell out charges to regularise their plots matched the cost of their properties. Later Mr. Ramaprabhu spoke about how instead of fixing a uniform slab for the local bodies the government should have adopted the guideline value for deriving the charges. This would have reduced the fee on various charges and created interest in the people to join the scheme in rural places. The procedure is cumbersome and many people were affected by this.

NOC or no objection certificate is very important for those layouts that needed NOC from the PWD or Public Works Department. The residents belonging to Chennai city are made to run to get NOC from PWD. A treasurer belonging to OMR Gandhi Nagar Resident Welfare Association spoke about how there was no response from the officials of PWD when they went to get the NOC from them for their plots. He added that the officials of PWD asked them to come on another day. He finally threw light on how it was the responsibility of GCC to get NOC for their plots.   

According to the sources belonging to GCC, the discussions on streamlining and easing the process have been going on. The sources revealed that corporation has been considering about easing the process by getting NOC for a full layout from the concerned department.
