IT dept. to conditionally waive off late fee

Here is a notification from the Income Tax Department that the late fees towards payment of Form GSTR 1, Form GSTR 3B and Form GSTR 4 for the period between July 2017 and September 2018 shall be waived off if it is paid between the period 22nd December 2018 and 31st of March 2019.
Hence, the IT department insists towards filing Form GSTR 1, GSTR 3B or Form GSTR 4 online on the official GST portal in the aforementioned time period.
