The latest news is under the Centre’s Deendayal Antyodaya Yojana National Urban Livelihoods Mission, the state of Tamil Nadu was ranked 18th in implementing self employment programme. This was confirmed by a recent ranking made by the government. It must be taken into account that last year TN was ranked 4th under the same category.

The point to be noted here is Deendayal Antyodaya Yojana National Urban Livelihoods Mission or DAY-NULM falls under the ministry of housing and urban affairs. It is revealed that TN is ranked after Karnataka, Sikkim and West Bengal and these states are 15th, 16th and 17th in the list. The state of Andhra Pradesh and Gujarat occupy the first and second place in the total of 27 states. The important point is this ranking was based on the latest Systematic Progressive Analytical Real Time Ranking (Spark). It was pointed out by Kandimathi, director and researcher, Law Trust that TN was well known for its implementation of various self-employment schemes but the reality was different.

She spoke about how this programme was beneficial to the individuals and members of self help groups or SHG by helping them access easy credit from the banks and to avail interest subsidy on SHG loans. The point here is due to loan delays from the banks, many SHGs have become either defunct or disintegrated over the years. She then explained about how during the tenure of former chief minister of TN, Dr. Jayalalitha, SHG movement gained popularity and after she passed away no step was taken to provide support for the groups. The state of TN was ranked 15th in the social mobilisation and institutional development component and TN was ranked 13th in the skill training and placement. In creating shelter for urban homeless, TN was ranked 8th and in the support of urban street vendors TN was ranked 14th.
