The Chief Secretary of the State Government of Tamil Nadu Shanmugam has sent a letter to the departmental secretaries regarding the new procedure to obtain e-travel pass.
Lockdown has been extended in a 3rd Phase throughout the country until 17th May as a preventive measure against the spreading of the raging coronavirus pandemic. However, the government has also announced considerable relaxations on the restrictions imposed so far! However, the government has introduced the system of obtaining an e-pass online.
The Chief Secretary of the State Government of Tamil Nadu Shanmugam has sent a letter to the departmental secretaries regarding the new procedure to obtain e-pass. This letter mentions:
On getting e–pass through mobile phone, apply online - website: www.tnepass.tnega.org and get. For travelling to other districts, the pass will be given by the district collector or district industry centre, or Greater Chennai Corporation Commissioner or the authorities concerned. This pass should be in a different colour separating it from the other adjacent districts.
In order to travel to other districts for job-oriented visits, the e-pass will be issued by the State ‘E-pass’ Control Room. In case it is a job-related visit, it can be obtained from the district collectors of Kanchipuram, Thiruvallur, Chingleput and Chennai. Greater Chennai Corporation Commissioner, the concerned Industry Centre, or the Commissioner.
2 types of passes
The e-[ass for visiting other states will be issued only by the State E-pass Control Centre. In order to differentiate from the other 2 types of passes, this will be in a different colour. Visitors from other states can apply online and get this e-pass.
For the residents of the other states or districts will be issued after scrutiny by the Ministry of the Department of Industry Department of the micro/mini/small/medium industries, and the Police and Revenue Department Officials.
A copy of the e-pass will be sent to the concerned states/districts. Visitors from other states will be kept isolated for 14 days.
Individual passes will be allowed only for reasons of marriage/death/medical treatment. Permission will be given to attend the marriage of a close relative. Application has to be attached with the copy of the wedding invitation. On death-related, the attestation from the doctor regarding the death or the Village Administration Officer, while applying for the e-pass.
For medical treatment purposes, e-pass will be given for 1 more person to accompany the patient. Medical Certificate has to be attached.
For the individual self-employed technicians/skilled workers such as electrician, smith, carpenter, plumber, etc., the pass will be given after the related government order is released.
Shops, Establishments, Information technology Industry, and other companies can apply as per this new procedure for their employers to undertake travel. Accordingly, companies making/selling food items, farmers, employees in mini/micro/small/medium industries, companies of products such as rice. Lentils and oil can apply and get the e-pass.
The companies manufacturing agriculture-related equipment, grocery shops, and fish & meats hops can also apply as the above procedure.
In a similar way, construction companies, brick kilns companies, steel, Jalli (gravel) and Concrete industries can apply similarly to get e-passes for their employees.
For this, the above companies need to furnish GST registration certificate, Udhyog Aadhar certificate. These companies need to attach the letter/leaflet explaining their activities/manufacture.
As and when the government makes notification, these companies must provide the details on the type of vehicles their employees travel. The e-passes for this sector will be issued by the District Public Department general Manager and the Joint Director of Trade and Commerce Department.
In order to get e-pass through SMS using the cell-phone, OTP will be given on application. Another SMS will be sent as soon as the e-passes confirmed. Then, the e-pass can be downloaded from the internet!
The State E-pass Control Room can be accessed from 8.00 AM to 8.00 PM on all days at the number 18004251333.
Those who do not have internet facility can visit the e-service centres and do it for free. The e-pass issued by the authorities will be valid as per the period mentioned. Details on this will be announced later. The related officers must follow the new procedures as above.
