An RTI (Right to Information) application has brought to light the system of passing resolutions in the Chennai Corporation. According to the reply, 50 to 150 resolutions are passed during each meeting. However, there are no explanations given and most councilors don’t know what the resolutions entail.
‘The city is expanding and complaints about civic issues are piling up, but the duration of council meetings, utilization of ward development funds and attendance of councilors is coming down’, says the reply.
A councilor said, ‘(We) do not get the chance to ask questions. A councillor may come to Ripon Buildings from Sholinganallur , but he will not get a chance to raise the issues his ward faces… The council meeting is the only avenue to highlight people`s concerns. The mayor does not give us a chance to speak. Even AIADMK councillors are upset that they are not allowed to raise questions.’
