GCC thunderbolt sand! Only the owner responsible for these deaths!

Greater Chennai Corporation has come up with a thunderbolt warning statement that in case the premises/house owners deploy individuals to clean their water tanks, IMMEDIATE STRINGENT ACTION WILL BE TAKEN!
There has been a gradual spurt in recent times of the death of workers in the drainage systems!
As such, there has been a widespread protest –"whether man must dispose of man`s excrement?"
In this situation, Greater Chennai Corporation has issued a stern warning that immediate stringent action will be taken if the premises/house owners deploy individuals for cleaning the septic tanks or work in the drainage systems.
In case death occurs due to such deployment of individuals as mentioned above, ONLY THE ABOVE OWNERS WILL BE RESPONSIBLE FOR THE DEATH! IN SUCH CASES, THEY MUST GIVE THE CONCERNED FAMILY AN AMOUNT OF Rs. 15 Lakhs!
Further, the Greater Chennai Corporation has informed that n case the public comes to note that individuals deployed for drainage cleaning purposes, they call and complain at 14420!
