There are many unauthorised constructions that have been going on in Chennai Metropolitan Area or CMA. It is now said that the GCC and CMDA have sought the permission of the TN govt to constitute a high level committee to monitor the unauthorised constructions in the city.
Based on the directions of HC bench comprising of Justices Mr. D. Krishnakuamr and Mr. D. Dhanapal, the committee chaired by the corporation commissioner and having CMDA officials and Directorate of Town Country Planning would be established.
The unauthorised high rise buildings that come under the purview of the CMDA would also be monitored by the commissioner. It must be recalled that on 14th June 2023 the HC of Madras expressed its unhappiness regarding the lack of measures taken to address the unauthorised constructions despite its directions. The HC of Madras later brought to the notice of the commissioner regarding the presence of 4 important unauthorised constructions like illegal and unauthorised, without obtaining planning permission, buildings with floors beyond permission and permission obtained for residential purposes but being used for commercial purposes etc.
Point is that a special task force was constituted after a GO was passed on 17th december 2018 and there is a question mark about the fate of this special task force. The housing dept would decide the fate of the special task force and this was mentioned by some official sources.
It was later explained by a former planner that unauthorised constructions must be monitored zone or division wise with the help of manpower of the corporation and must not be done in an unorganised manner using the limited manpower of CMDA. It is worthy to mention here that a monitoring committee was set up by the HC of Madras under Section 113 A to oversee the legalisation of the unauthorised buildings that were constructed before 2nd of february 1999.
