For the purpose of monitoring the solid waste management system in Chennai, the GCC or Greater Chennai Corporation would be bringing new independent engineers or IEs. Point is that this would be carried out in Tiruvottiyur or zone1, Manali or zone 2, Madhavaram or zone3 and Ambattur zone or zone 4. It is now revealed that it would be a part of phase 2 of GCC solid waste management initiative implemented under PPP model or public-private partnership model.
It is noteworthy that 50 percent of the pay of the concessionaires or private parties that are responsible for collection and disposal of waste would be linked to their performance. Fixed rate would be given to the other half. For many years now, 50% of the pay based on performance has been the norm. There has been some opposition against this move from GCC now.
It was later brought to light by an animator appointed on contract basis at Valasaravakkam zone that she used to receive roughly Rs 15500 per month. She added that the amount was reduced to Rs 12300 by the contractor. She concluded that working directly with GCC animators received Rs 24000 to Rs 25000. According to the GCC it was clear that the matter of payment was only with the corresponding concessionaire and the civic body cannot take the responsibility.
What will be the duty of IEs?
The financial evaluation aspect would be overseen by IEs and ward wise conservancy supervisors will be responsible for the physical aspect. This was as per an officer belonging to the solid waste management department of GCC.
According to GCC, IE`s would evaluate how well the Urbaser Sumeet and Ramky Enviro are undertaking daily works and would submit reports daily based on the 42 key performance indicators or KPI`s. Various KPIs are quality of street sweeping, battery operated vehicle quality, waste disposal methods, amount of mixed waste collected, number of workers assigned and area covered etc.
It is learnt that IEs would be led by a team leader supported by a deputy team leader and specialists in finance, contract management, IT, environment, health and safety.
Dedicated zonal managers would be managing each of the 4 zones like Tiruvottriyur, Manali, Madhavaram and Ambattur and they would be supervising waste collection and performance of the contractor etc.
