Tamil Nadu Chief Minister J Jayalalithaa who has been making lots of advancements in the State will now be launching the ‘e-stamp-in’ or ‘e-visit’ facility soon for the benefit of those registering their land transactions in the Sub-registrar offices and to avoid unnecessary rush in these offices besides facilitating hassle-free registration of documents without waiting. The Chief Minister is also slated to inaugurate 21 Sub-registrar offices, through video-conferencing facility at the Secretariat.
Those who wish to register their documents have to apply online seeking an appointment with the Sub-registrar office 30 days in advance and they will be allotted anyone of the three time slots - 10 am to 11 am; 12 noon to 1 pm; and 2 pm to 3 pm.
The entire process of registration will be recorded and a CD containing this would be given to the parties involved on payment of Rs 50. For this purpose, two Internet Protocol Cameras (IP Cameras) will be installed in all the 575 Sub-registrar offices across the State except the three camp offices. The registration of documents can also be monitored from the Inspector General of Registration’s Office in Chennai. One IP camera will face the entrance of the Sub-Registrar office and another would face the Sub-registrar to record the registration process. Test run is already going on in select offices.
This new facility is being provided to ensure transparency in the functioning of the Sub-registrar offices and to check the activities of touts. The State government has already sanctioned Rs 3.47 crore for purchase and installation of IP cameras and a recurring expenditure of Rs 9.31 crore.The use of biometric system, which has been on in 250 Sub-registrar office, was extended to all offices on Monday. From November 18 onwards, this facility would be fully operational in all 578 Sub-registrar offices.
