Prime Minister, Mr. Narendra Modi, has advised his ministers to act on the basis of a ’10-point’ programme.
10 points:
- Instil confidence in the officials. The only, they can function without any fear.
- Give complete independence to the officials. The ministers and the officials can refer their innovative ideas to the government.
- Top priority must be given to education, cleanliness, electricity, and road facility.
- The governance must be completely transparent. For this to be achieved, electronic governance including e-tender should be encouraged.
- A model policy should be evolved for the best mutual cooperation between the ministries.
- Public welfare policy will be defined. The ministers should ensure that the government machinery functions for the public welfare.
- Top priority must be given to different aspects on economic growth.
- Reforming and improving the infrastructure & investment should be taken up immediately.
- Fix a completion time target for each & every plan. Follow this and complete the plan within that fixed time.
- Steady approach should be taken on the various government policies. The policies should be executed skilfully.

Mr. Vankaiah Naidu, Minister for urban development informed the reporters:
The prime minister insisted that policy decisions will be taken by ministers of cabinet ranks. However, the state ministers would be given a clear scope of their responsibilities.
Each minister must plan and prepare a task list for the first 100 days. Fix a clear time-limit for each task and complete the task as per that time schedule.
Importance must be accorded to state-related issues. All communications must state governments must be responded immediately.
