Santhosh Babu, Managing Director, Electronic Corporation of Tamilnadu Limited, said here on Wednesday that Chief Minister M. Karunanidhi would inaugurate the the e-Governance Scheme under the National e-Governance Project (NEGP) in Revenue, Social Welfare departments on a pilot basis in Krishnagiri district through video conferencing from Chennai within a fortnight
Mr. Babu along with a team of officials from ELCOT, NIC, explained about the e-Governance scheme (Paperless office) to the officials of the Revenue Department at the collectorate.He said that the under the system, any citizen can apply for community, income, no graduate, nativity and birth certificates from a Common Service Centres (CSCs) set up at all the Panchayats with attaching the scanned copies of the supporting documents. A Citizen Account Number (CAN) would be generated in the computer. The CAN would be the basis for the citizen till the Common Unique Identification Number was given. The citizen can quote the CAN for all his future transactions while availing of the services with the government departments. The issuance of certificates would be routed through the VAO, RI, Tahsildhar and at last the Junior Assistant at the Tahsildhar Office.
Applications which fed into the computer in the CSCs in villages could be approved by the VAO at the first stage after field verification. I the second stage, the Revenue Inspector would verify the details and give his approval with necessary comments and at last the Tahsildhar concerned would give his nod and put his digital signature in the certificate and save in the system. After all these transactions then, the CSCs in the village panchayats can take out a print and hand over to the applicant, he added. The whole process from application to issuing of certificate is under constantly monitoring by the higher officials. For each and every stage of approval or action on the application, the applicant would get SMS. Due to the e-Governance system, people can save their precious time and money by visiting the taluk offices very often.
The e-Governance system was fully implemented in department of Backward Class Welfare, Adi DravidarWelfare. The system was being introduced in Social Welfare, Revenue departments.
The scholarship for the college students were disbursed through the Adi Dravidar and Backward Class Welfare Department through e-Governance scheme. The e-Governance System make way for a transparent administration as per the RTI, he added.
