Whenever any individual sells a property or when the individual buys the property from others, this transaction must be registered.
Such sales transactions between any 2 individuals will have to be registered first. The government will approve this and will give an ownership deeds, called generally as Patta in Tamil.
Here are some details regarding the procedure for getting the name change in Patta done for buying property such as land, building, vacant plot, agricultural land, and other immovable assets whether buying by paying money or by hereditary ownership or authorized share of property as per the will of a deceased/live individual,
Where to apply?
Apply to the Taluk Office or the VAO – Village Administration Officer of the property location. In case is submitted personally, it is essential to get a receipt for this application In case receipt could not be obtained, it is preferable to send it as a registered post on the required stamp paper.
What is the fee?
Depending on the clauses in the document, the Patta name change may cost between Rs. 80 to Rs. 240.
How to apply?
15 days after the registration of the transaction, apply to the concerned Taluk Officer requesting for the name change in Patta -
‘I have bought the property as per the attached details of the original registration of the land/plot. I want the ownership of this land to be changed to my name as I have rightfully bought the same as per the clause mentioned.’
Send this application by registered post with acknowledgment. Remember to attach all the requisite documents along with the application.
How long will it take?
Ordinary Patta change will take 15 days. Patta with clauses change will take 30 days.
Some points to be observed after the change in Patta:
After the purchase of the property, in order to avoid any future problems, better to keep copies of the registration kept in the registration department of the Revenue Department. This will help locate the various government registers in which these details of the property owned by a specific individual can be seen.
Chitta - Chitta is a register kept by the government in villages specifying the lands owned by individuals. It carried details such as name of the owner, Patta numbers, the type of land, whether it is in use, and whether related payments have been made.
Adangal - This register contains the entire survey numbers of the respective village. This carries details such as Patta number, usage of the land, the name of the owner as per the survey number, etc.
Padhivedu - This register contains details such as the name of the owner who was given Patta, the old land measurement data number, clause number, and the type of land – Sarkar (Sa), or Inam (I), Nanjai (Na), Punjai (Pu), Manavari (Ma) Un decided open, Poromboke Land (Open land).
Map of the Land - The map will show details of the shape, length and width of the land.
The activity is not complete with the Patta chahange. If it is a normal Patta change, the changes must also have been registered in above-mentioned registers like Chitta and Adangal. If the Patta change involves clauses, the details must also be entered in Adangal, Chitta, A register, and the Map. So, immediately after the Patta change is completed, it is better to obtain copies of the records registered in the above-mentioned documents through RTI (Right To Information) Act. This will provide extra safety.
It is also better to check whether the Patta change order is registered in the village office registers regarding this change.
