Vehicle emission level to be electronically updated

As a move to track polluting vehicles in the state, the Tamil Nadu transport department will be electronically updating records pertaining to vehicle emission test starting from 1st April 2019. In other words, at the time of getting license or registering, the emission certificates of such vehicles will not be necessary anymore as hard copies.

The validity period of emission certificates is 6 months. However, a lot of vehicles do not obtain this certificate as the traffic police or transport officials don’t mandate them at the time of vehicle check.

At present, at the time of getting driving license or to modify vehicle related records like address or name or others, the motorists will need to submit emission certificate.

In practice, this emission certificate provided by the motorists will be combined with the application and thrown away.

Until now, the vehicle records doesn’t contain details of emission level. In the latest version Vaahan 4.0 Software, there are options included for updating emission level, thus letting the officials to easily track vehicles online, said a senior official. With this upgraded system for tracking vehicle pollution level, the government will be able to keep an eye on aged vehicles.

Upon preparing the system, it shall automatically determine the pollution levels in such aged vehicles based on which warning messages will be sent to vehicle owners, insisting them to take necessary measures, said an official.

For this the Central Motor Vehicles Rules 1989 has been amended by the Union road transport ministry.

With the new rule, once the emission tests are done, the results shall be fed into the online process of State Register of Motor Vehicles or Central Register of Motor Vehicles.

There are over 2.34 crore vehicles as of 1st April 2017. Out of this, 1.99 crore of them are 2-wheelers, 12.34 lakh of them are commercial goods vehicles, and 22,500 buses.

Out of the total number of vehicles, about 70 percent of them seem to be over-aged and are prone to release toxic content. There is no intimation as to whether the emission levels from government buses should be traced or not, said an official.

Warning alerts – the pollution levels of vehicles will be tracked and this shall make it easy for the government to monitor the over-aged vehicles. After getting the system ready, the pollution level shall be automatically assessed. Vehicles that are over-aged will be alerted and warning messages will be sent so that corrective measures can be taken.
