Many fraud activities take place through impersonation when a property gets registered in Tamil Nadu and this leads to many issues later. This issue wont be there hereafter. The good news is registration department at all sub-registrar offices would soon revive the system of offering video recordings of property registrations captured by CCTV cameras to the buyers and sellers.
The video recordings would be highly beneficial for both the buyers as well as the sellers as it would give them a second layer of protection plus act as evidence if any impersonation takes place. It must not be forgotten that many cases regarding impersonation by forging photo identity cards like voter id and Aadhaar cards have been reported in the past. Soon in all the sub-registrar offices in TN there would be as many as 1700 CCTV cameras installed. For selecting a vendor to fix the CCTV cameras and to provide video grabs, tender has been floated through the Electronic Corporation of Tamil Nadu Limited or Elcot. This was confirmed by the sources belonging to the department of registration. As per a senior official of registration department, each of 575 sub-registrar offices in TN would get 3 CCTV cameras by the month of January. An amount of Rs 10 crores would be spent for this purpose.
Official sources revealed the fact that every year around 25 lakh documents gets registered and the same number of CDs would be issued. For getting a CD a fee of Rs 50 would be charged. By the video recordings the issue of impersonation would be eliminated totally. The registration official later spoke about the advantage of video recordings and said in the event of any malpractice, the buyer or seller would have enough evidence to take action against those involved in impersonation.
Above the table of sub-registrar, one CCTV camera would be installed so that the process of registration would be recorded. The important point is vendor would appoint an individual for editing the video grab for every transaction and provide it in a CD format to the buyers and sellers.
The official belonging to the registration department spoke about how the procedure of offering video grab was stalled for about 14 months of time due to some issues with the previous vendor. It must be taken into account that the previous vendor took the issue to the court due to lack of infrastructure. The official spoke about how the legal issues were resolved and later explained about how the common man could not access the video grabs for more than a year inspite of the legal issues getting resolved. In the year 2013 the department of registrations grabbed the attention of many when it introduced the video recordings. This superb initiative took beating as many CCTV cameras became defunct and technical expertise was not available to provide CDs.
