Journalist A. Narayanan has filed two PILs (Public Interest Litigations) with the Madras High Court. They will come up for hearing on Monday.
The first PIL is to ensure that Rule 11A of the Tamil Nadu liquor retail rules, 2003 is followed properly. The rule states that liquor cannot be sold to anyone below the age of 21 years. It is unfortunate that even school children buy liquor freely. A survey showed that 11% of boys between the ages of 13 and 16 years drink alcohol.
The second PIL is to declare rule 8(1) unconstitutional and to ensure that a liquor store is located not nearer than 500 metres near municipal corporations and municipalities. In rural areas, stores should be located 100 metres away from residential areas, educational institutions, hospitals, bus stands and places of worship.
