The state of TN is now on top of the school education access outcomes

The TN state has added one more feather to its cap now. The news is TN has emerged as the top performer among the states with regard to equity and access outcomes in Niti Aayog’s School Education Quality Index or SEQI.

In the state of TN, the difference in the transition rates from upper primary to secondary level for SC and general category students reduced from 8.5% to 0.1%. It must be noted that for OBC and general category students the difference in transition rates fell from 14.3% to 0.9%.

It is important to note that all the kids with special needs were reported to have received necessary aid and appliances and nearly 99.9% of schools in TN reported to have toilet facilities for the girl students. The objective of SEQI was to evaluate the performances of states and UT and to help them in identifying their strengths and weakness as well as course corrections or policy interventions.

There are as many as 30 critical indicators that assess the delivery of quality education and these are present in the SEQI. The 2 major categories under which the indicators come are outcomes and governance process aiding outcomes. It must be taken into account that under outcomes category are learning outcomes, access outcomes, infrastructure and facilities for outcomes, equity, and access outcomes, etc. Point to be noted here is learning outcomes have shown a decline in the classes 5 and 8 and the TN states transition rate of students between primary, upper primary and secondary levels had shown marginal improvements.

The superb piece of information is TN came out on top among 20 big states regarding infrastructural facilities like libraries, computer labs, etc. The state of Tamil Nadu overall performance has improved from 63.2% in the base year of 2015-16 to 73.4% in the reference year of 2016-17.

Lack of comparable data has led to using just half of the indicators for the purpose of ranking. It is revealed that indicators like learning outcomes and equity have not been considered. In 2015-16, TN recorded 48.7% with regard to the governance process aiding outcomes and TN has shown significant improvement and recorded 63.2%.
