With the new guidelines announced by the central government effective from today, as a subsequent result, Digital Driving Licence and e-RC Book will both be valid legal documents from today (Thursday, 1st October).
Actually, the central government had been insisting from the last year itself to accept the Digital Driving Licence available in the App stored in the smartphone, other particulars such as vehicle registration certificate, permits, Vehicle Insurance-related documents and the pollution-free certificate.
Now, the central government has amended the Motor Vehicle Rules and Regulations according to the above.
So, it is not necessary henceforth for the vehicle owners/drivers to keep the driving licence, RC Book, and the copy of insurance, etc.!
These documents can be uploaded on the Apps M-Parivahan or Digilocker and can be used as and when required legally.
As per the amended rules, the above digital documents are legally valid and as such, the traffic police official or the Police officers cannot insist on the vehicle driver/owner to show the original documents in paper-form!
Even when there are a violation and the vehicle has to be confiscated, the paper documents CANNOT BE INSISTED UPON!
At the same time, it is worth mentioning here that if photocopies of these documents are kept and shown, they will NOT BE VALID!
In a similar way, during road accidents, if a person or persons with helping nature come forward to help, the above officials MUST NOT ASK FOR the personal details of these persons! The law has been amended accordingly!
As per the amended rules, in case of injuries or loss of life in accidents, if anyone comes forward to help, no civil or criminal case can be registered on them!
In the Amended Motor Vehicle Law, it is mentioned that the persons who come forward to help MUST BE TREATED WITH RESPECT AND WITHOUT ANY BIAS OR PREJUDICE!
