Special Financial Assistance for children who lost their parents in pandemic: PM CARES - Details!

The Central Ministry of women& child welfare and development has released a detailed guideline regarding the financial assistance  TO BE GIVEN TO THE CHILDREN WHO LOST THEIR PARENTS DUE TO CORONAVIRUS PANDEMIC UNDER THE SCHEME - ‘PM CARES!’.

Prime Minister Narendra Modi had announced about providing financial assistance to the children who lost their parents on 29th May 2021.

This scheme has the main objective of giving all the possible assistance required for the orphaned children due to the pandemic.

The scheme provides for the healthy life of the above children with health insurance coverage, education to acquire skills, and offering substantial financial assistance on these orphaned children reaching the age of 23!

This ‘PM CARES” system offers:

To provide financial assistance on the fronts of education and health, monthly financial assistance will be given to these children,

Once they reach the age of 23, a total of Rs. 10 Lakhs will be given in cash!

To avail of the benefits of this scheme, the eligible concerned children (who lost their parents due to coronavirus pandemic) must register on the scheme from 29th May (the date on which the scheme was announced by the Prime Minister) and before 31st December 2021.

Eligibility details:
  • Those who lost both parents
  • Those who lost 1 parent
  • Those who lost their legal guardian
  • Those who lost their adopted parents
  • Those who lost one of the adopted parents
  • The above parents MUST have died due to the Covid-19 coronavirus pandemic during the period from 11th March 2020 (When World Health Organisation (WHO) announced the pandemic) until 31st December 2021.
  • On the date when the parent(s) dies the concerned children MUST be below the age of 18 years!
  • Children of the above case under the age of 6 can get nutrition food from the Anganwadis, pre-school education, vaccination, and health checks.

For the children who attend school daily, the Government & government-aided schools, Kendriya Vidyalaya and private schools MUST give admission.

The Government or government-aided schools that admit these children must provide them with 2 sets of uniforms and textbooks and notebooks.

The private schools admitting these children must exempt them from academic fees under the Education Rights Act Section 12(1)C.

It may be possible that in certain cases the childrenen may not be able to get the above concessions – when such a condition arises, these children can get financial assistance from the ‘PM CARES’ Scheme! The finance for the uniforms, textbooks and notebooks will also be given.

The respective District Collectors MUST ENSURE that the children of the above-mentioned cadre in the age group 13-18 must get admitted in the categories of schools mentioned above.

As per the guidelines given by the PM CARES Sachem, the district collectors MUST endure that these children get admissions in any of the following schools:

  • Netaji Subash Chandra Bose Avasya Vidyalaya
  • Kasturba Gandhi Balika Vidyalaya
  • Ekalavya Model Schools
  • Other residential Schools

Further, these categories of children will be given loans for pursuing Industrial Training Classes or pursuing Higher Education.

In certain cases where exemption is NOT given for the interest for the beneficiaries of the central government scheme, this interest for the education loan WILL BE PAID FROM THE FUNDS OF THE PM CARES SCHEME!

Note that all children will be covered under the Rs. 5 Lakhs Health Insurance Coverage under the Ayushman Bharath Scheme.

The cash to be paid under this scheme for the beneficiaries will be directly credited to the Post Office Savings Accounts opened by the above children.

When the above category of children reaches the age of 18, Rs. 10 Lakhs will be credited to the above Post Office Savings Account.

From the age of 18, these children can avail the of monthly financial assistance. When they complete 23 years of age, they will get Rs. 10 Lakhs in cash!
