University Grants Commission orders: Study 2 courses at the same time!!

The University Grants Commission (UGC) has ordered that all colleges MUST PERMIT AND FACILITATE all students to PURSUE 2 DIFFERENT COURSES AT THE SAME TIME!
In a circular sent by the Secretary of the University Grants Commission (UGC), Thakur mentions in brief:
"The University Grants Commission released the procedure for permitting the students to pursue 2 different academic courses simultaneously last April.
Note that ALL KINDS OF COLLEGES AND UNIVERSITIES MUST FOLLOW THESE GUIDELINES/PROCEDURES AND PERMIT THE STUDENTS TO PURSUE 2 DIFFERENT ACADEMIC COURSES SIMULTANEOUSLY!
However, if a student wants to join another course while studying one course, ALL THE COLLEGES AND UNIVERSITIES ASK THE STUDENT TO SHOW THE ORIGINAL TRANSFER CERTIFICATE AND CERTIFICATE FOR TRANSFER OF PLACE AS SUCH, THE STUDENTS ARE NOT ABLE TO PURSUE 2 DIFFERENT COURSES SIMULTANEOUSLY AS OPER THEIR WISH!
So, ALL THE HIGHER EDUCATION INSTITUTIONS/ORGANISATIONS MUST CHANGE THEIR ADMINISTRATION PROCEDURE, RULES AND REGULATIONS TO FACILITATE THE STUDENTS TO PURSUE TWO DIFFERENT ACADEMIC COURSES SIMULTANEOUSLY!"
