Soon, persons engaged in begging in Chennai would be surveyed and rehabilitation would be carried out!!

The Greater Chennai Corporation  or GCC is now exploring the feasibility of rehabilitation of those who are engaged in begging activities in several parts of Chennai. In this regard, a survey of those who are involved in begging would start. The decision to conduct a survey was taken at the meeting between the officials belonging to GCC and the officials belonging to the union Ministry for Social Justice and Empowerment.

Point is that the survey and rehabilitation was not conducted in Chennai due to the Coronavirus pandemic in Chennai. The survey has been conducted in other cities like Indore etc. The survey regarding those who are engaged in begging in Chennai would be carried out with the help of non governmental organisations or NGOs. According to an officer from GCC there was not enough manpower to conduct the survey and NGOs would play a huge role in the survey.

It must not be forgotten that in the previous DMK regime from 2006 to 2011 the rehabilitation of persons involved in begging was discontinued as the individuals did not cooperate with the GCC authorities. It was later pointed out by some officers from GCC that the new programme for comprehensive rehabilitation has to be formulated based on the survey findings.

The civic body must implement programmes to rehabilitate those engaged in begging at the traffic junctions in Chennai. Ths as as per the Chennai corporation councillor Mr. TV. Semmozhi.  He spoke about how many people who come from rural parts of AP to Chennai beg near the traffic signals. He concluded that livelihood opportunities must be provided to the persons engaged in begging.

As per an officer from GCC it was clear that the officers have started advising those engaged in begging to make use of the shelters but they have refused to come to the shelters. He hinted that better opportunities would be found for these persons and livelihoods would be protected.
