Doing away with manual files and going fully electronic!! Yes!! Soon this would become a reality in the TN government offices.
It is now said that after the government of Odisha and Kerala the state of TN government would become 100% electronic in its various offices. By this, manual files would become a thing of past.
The state has issued a GO for this purpose and it is clear that from secretariat this shifting to 100% electronic would start. Soon, all the departments would become e-offices.
Principal Secretary for IT, Mr. Santhosh Babu, mentioned how the offices present in every district and in every village would parallelly join the electronic stream. He shed light on how all the offices belonging to the IT department and its related offices like Elcot have become electronic.
It must be mentioned here that a few weeks back the chief minister of TN Mr. E. Palanisamy had personally advised secretaries of each department to focus on speedy governance. The advantage of e-office is not only files would move fast but also decision making. Once when e-office gets implemented this benefit would be seen.
Information is the e-office initiative would eliminate the use of paper and would make most of the office communication electronic. By this, efficiency, consistency, and effectiveness of government responses would get better. In addition to this, the turnaround time would also get reduced by e-office. This initiative would also meet the demands of the city charter and provide effective resource management so that the quality of administration could be improved.
In 2013-14 itself the idea to make electronic was mooted is known. A decision was taken to host e-office software service in the state data center or SDC in the cloud environment. It must be noted that willing government departments were to make use of the software enabling officials and staffs to handle files from any location.
Mr. Santosh Babu previously headed TN Handicrafts Development Corporation or Poompuhar recalled about the initiatives he took at that time. He spoke about how he had replaced the system of manual files with electronic systems. He shed light on how a simple procurement request from the distant branch office in Kolkata would take 45 days of time.
Electronic systems are time-saving. He expressed his happiness and said that when all the offices were electronically connected then this procurement time was reduced to just 3 hours. It is sensational to mention that Mr. Santhosh Babu who was heading TN Corporation for Development of Women had made it a paperless office in the year 2001.
Point to be noted is the state government has decided to implement e-office application developed by NIC w with immediate effect of processing all files electronically in all the government departments/PSUs/boards/agencies under its control.
