Central government order to state governments: 14 days isolation on curfew violations!

The raging coronavirus pandemic, spreading far, fast, and wide in India, is almost in the 3rd alarming stage - ‘social infection’! So, in order to prevent the movement of the citizens outside, the central government has ordered that the district and state borders must be closed immediately. Further, the central government has taken the sensational and outright order to keep the citizens who venture out in isolation camps for 14 days!

The raging coronavirus pandemic has affected 6.67 Lakhs citizens throughout the world! The loss of lives has crossed 31000! In India, 25 lives have been lost so far!

There has been an alarming increase in the number of people affected with the coronavirus to 1029!

With the outright decision to impose curfew and lockdown throughout the country implemented since last 5 days, 106 people have been detected with coronavirus in the last 24 hours! 6 lives have been lost in a single day yesterday!

As the transport system has been cancelled throughout the country, the migrant workers who were employed in outside states such as Maharashtra, Kerala, and Delhi have been constrained to walk back to their native places/states!

Further, thousands of citizens have gathered in the bus termini! Special is being operated for them and hundreds of people venture, jostle trying to get inside the bus! Som traves on the bus roofs as well!

Sadly enough, the country has witnessed the completion of the 1st & 2nd Phases of this epidemic and now, it is all set to encounter the 3rd Phase - the most dangerous! - ‘social spread’!

Experts have warned that in this dangerous 3rd Phase, lakhs of citizens will be affected, leading to uncontrollable losses of lives! Without realizing this colossal danger, the whole lots of citizens seem to be utterly careless and ignorant - indulging in - outside state employees traveling to their native places, lakhs of people teeming in the vegetable, fish and mutton shops, taking a trip in the bike or car just for time-pass, etc.!

This alarming trend has become a major issue for the central and the state government. With the above trend, the very basis of imposing total curfew/lockdown has been lost totally!

Thus, the central government has been constrained to take very stringent actions! It ordered that the borders of the states and districts to be closed immediately in order to implement the curfew order strictly and to prevent people movements.

Further, it has made the sensational order to take the people who violate the curfew and venture out and to keep them in the government isolation centres.

The central cabinet Secretary Rajiv Gowda, the Central Home Secretary Ajay Balla had a video-conference review meeting with the Chief Secretaries of the States and Union Territories and the DGPs day-before-yesterday and yesterday (Saturday, 28th March and Sunday, 29th March).

Following the meeting, the Secretaries released a notification that the borders of the districts, states, and Union Territories in order to prevent the migrant workers returning to their native places!:

‘The state governments have to confirm no movements in the border areas. Only y the transportation of goods is allowed. Citizens who venture to come out, the public who try to cross borders, citizens who walk on the National Highways, whoever they are, must be taken off and kept in the government isolation centres!’

The Central Home Ministry Additional secretary Punya Chalila Srivastava informed in an interview:

‘The respective state governments will have to organise and provide the facilities for those who are kept in the isolation centres! The details have been given to the state governments.

The Health Department Officials of the State/Union Territories will be deployed in the above activities. Wherever the people cross - the concerned district/city - they should be confined in isolation there only!

The above orders have been made under the Great Disaster ACT and hence the district collectors and SPs must ensure that they are followed in full compliance.

Also, the State governments will have to arrange the lodging and food for the very poor and those who are kept in isolation centres. The funds required for this expenditure can be taken from the State Emergency Disaster recovery Fund. Presently, sufficient funds are available with the state government in this regard.

The Central Cabinet Secretary and the Central Home Department officials will be in contact with the Chief Secretaries of the states and the DGPs. The state and union territory governments must monitor whether the people are getting the essential items.

The State Governments must strictly monitor that the curfew is imposed throughout the 24 hours and in case required, take necessary actions in this regard. The State Governments need to strictly monitor the 21-day curfew giving due consideration to the welfare of the citizens of the country!’

Because of the imposition of the curfew, the public has been constrained to remain in their residences. In this situation, the Additional Secretary of the Central Health Department, Lav Agarwal, had a session with the press yesterday (Sunday, 29th March) and observed:

‘With the curfew under imposition, there is indeed a prospect of some changes in the mental attitude of the citizens confined to their houses! Keeping due consideration of this aspect, the guideline is being organised with the help of the National Mental health and Neurology Institute, functioning in Bengaluru.
