Contact telephone number mandatory to get the approval of house/building construction

The officials of the Greater Chennai Corporation (GCC) have informed that the OWNER’S TELEPHONE NUMBER MUST BE ENTERED IN THE APPLICATION FOR CONSTRUCTION!
It is mandatory to get approval from GCC for any construction in Chennai Metro City.
However, when applying, most of the applicants refer ONLY THE TELEPHONE NUMBER OF THE SURVEYOR AND NOT THE OWNER!
The GCC Officials emphasised that it is MANDATORY TO ENTER THE PHONE NUMBER OF THE OWNER IN THE APPLICATION FOR CONSTRUCTION APPROVAL!
