The news that has come out now is that GCC and all the urban bodies in TN would have a solid waste management cell or SWM cell for analysing and studying the measures to be introduced.

It is learnt that the TN government has already sent orders to the state to create such cells across the state. This was brought out by a source belonging to Chennai Corporation. The officials and experts in the field and non-government organisations would form the SWM cell. It must be noted that the cells would play its role in suggesting as well as discussing various improvements that would be needed. Sources added that the process to create the SWM cell is now in the final stages.

To implement projects in Chennai city, GCC has got a solid waste management department now. Urban local bodies must have a solid waste management cell and this was as per the rules of SWM 2016. Projects implemented pertaining to solid waste management would be monitored by the experts and consultants in the cell.

To provide consortium, the GCC has already handed over SWM operation in 7 out of a total of 15 zones. There are discussions going on now for handing over conservancy works in 4 zones to another private firm. Collecting user fees is a mandate of solid waste management rules and recently GCC grabbed many eyeballs when it announced that it would collect the user fee from the residents as a charge for the conservancy works. The objective behind this user fee collection was to meet the expenses of the solid waste management. The announcement was rolled back following the political outrage. It is worthy to mention here that the urban local bodies around Chennai still collect use fees.

It is now revealed that the centralised cell would operate at the office of the commissioner of the municipal administration.
