Superb announcement regarding Deepavali bonus!!

Group C and D Workers and employers of state public sector undertakings could feel delighted now!!
Deepavali bonus of 8.33percent and ex-gratia of 1.67percent have been announced by the TN government for the above said persons for this deepavali festival for 2021-22.
It was brought to light by a GO that the state PSUs (whether they have allocable surplus or not calculated as per the Payment of Bonus Act 1967) shall pay bonus and ex-gratia not exceeding 10percent to these groups, irrespective of their eligibility. Truth is that the TN govt paid the same bonus even during the Coronavirus pandemic.
From the GO it was very clear that all the PSUs have been disbursing full salaries and wages without imposing pay cut even though their operating income has fallen significantly in TN due to total lockdown imposed from 10th April to 5th July 2021.Though there was severe financial constraint, partial lockdown restrictions continued till 31st of January in 2022 to control the spread of Covid-19 infection.
It was mentioned by the government order that all the state transport undertakings were disbursing salaries by availing loans from banks or financial institutions and incurred huge interest costs. This despite the fact that the buses were not operated for 57 days during 2021/22 because of lockdown.
